The McKinney-Vento Homeless Education Act of 1987 is a United States Federal Law that mandates that school districts remove barriers that impact enrollment in full participation in school for homeless students, (children and youth who are identified by the Federal Government as having a lack of a fixed, regular, and adequate nighttime residence).

Under The McKinney-Vento act, every local educational agency is required to designate a liaison for homeless children and youth. The local educational agency liaison coordinated services to ensure that homeless children and youth enroll in school and have the opportunity to succeed academically.

The purpose of the McKinney-Vento Homeless Education Act is to ensure that homeless students have equal access to the same free, appropriate, public education provided to all children in South Carolina. The law requires that state and local educational agencies are required to develop, review and revise policies to remove barriers to the enrollment, attendance and success in school that homeless children and youth may experience.
